Dr. Shelby Hockenberry is an accomplished executive specializing in strategy, program and project management, and public policy.  

Shelby has more than two decades of experience in strategy, program and project management, stakeholder engagement, and public policy. An expert facilitator, she excels at strategic planning, project management, and presenting complex analyses to diverse audiences, from C-suite executives to communities, both nationally and globally. She is adept at fostering consensus and delivering effective results, offering services like strategic planning, policy benchmarking, and facilitation. Her approach blends meticulous attention to detail with intuitive, creative, and systems-focused strategies to achieve optimal outcomes. Dr. Hockenberry has been the creator and author on ground-breaking policy reports and articles as well as the creator of national strategies and initiatives focused on health policy solutions and evaluations. 

Before founding Peak Clarity Strategies, she served in leadership and executive roles in government and with national and international organizations, major corporations, and nongovernmental organizations in the healthcare field where she sought solutions through innovation from a comprehensive systems perspective. Shelby regularly sits at the table with national, global, and state leaders to facilitate and forge consensus on major policy issues. She has been in the room during major negotiations and worked with key stakeholders on projects to address some of the most pressing issues of our time including access to care and coverage, healthcare reform, responses to the opioid crisis and the COVID-19 pandemic, risk management in healthcare, building and sustaining the healthcare workforce, increasing access to comprehensive behavioral health treatment and community support, developing trauma-informed care policy, and understanding the role of climate and oceans in human health.

As a sought-after author, speaker, presenter, writer, and facilitator, Dr. Hockenberry approaches engagements with a direct, yet compassionate voice based on her real-world experience. A certified reiki master-teacher, her unique approach is rooted in her business expertise, driven by her perspective as a creative, and grounded by her training in the wellness space. In her spare time, Shelby enjoys exploring new places during her travels and is currently writing her first novel.
